does Onboard LAN Ports of 2821 isr support l3 routing? can them config as switchport access vlan?

Yes.. the onboard lan ports of 2821 are layer 3 !!! they do support routing on them
if you need to have layer 2 configured (with multiple vlans) , you need to buy a ether switch module for 2821 ! it either comes as a hwic or a nm (network module). you can have 4 ports to 48 ports added.. have a look at this URL for the different options you have:

Note - make sure you order the right IOS for the router to support this module..

my ios version is: Cisco IOS Software, 2800 Software (C2800NM-IPBASE-M), Version 12.4(15)T9, RELEASE SOFTWARE (fc5)
does the ios support this module?

I think it should.. 12.4 is kind of latest IOS for tehse routers... each module has its own ios requierments.. for eg if you need a 4 port ethernet switch (hwic-4esw), it needs a minimum 12.3(8)T and hence would fit in your router.. for other modules refer to the datasheet of each module and look at the "cisco ios softwre support" section.. datasheets are found here:

decide on which module you want to buy and look at corresponding datasheet to find the IOS..
