is it possible to make IPSEC_over GRE with secodnary IP??

Site_1 Primary IP with crypto map  - Tunnelling -  Site2 Secondary IP with crypto map.

Hello.

For ease of support I would recommend to use Tunnel interface with "tunnel protection".

In this case secondary address is supported.

In case of crypto map your concerns could be about ISAKMP source address.

Yes you can very well have an IPSEC encapsulated GRE Tunnel with backup Link. YOU might have to configure your router for WAN fail-over first then use Cisco Configuration professional or SDM for your GRE Tunnel configuration for ease of config
