"set interface" behaviour when PPP interface goes down

Hi All

I have a scenario where i have a 3G connection (cellular interface) on a router

i need to do a route-map for certain traffic on this interface.

so as the interface is a PPP interface that get a dynamic IP, i cannot use the set ip next-hop command (with tracking)

so if I use the "set interface" command, to route all matching traffic to this interface, what happens if the interface goes down?

Does the routing process following this order?

1- Match access-list in route-map --> MATCH

2- check if the interface specified in the "set interface" is UP

3- If up, route the traffic through this interface

4- if down, following the default route specified on the router

is it right? or the traffic will be dropped if the interface goes down?
