hi, i want to know if 837 router can be used for VPN IPSEC LAN-TO-LAN for a small branch enterprise where there are 70 users. does this solution is efficient or i should use a 1700 router

Sure, 837 supports lan-to-lan (or site-to-site VPN) http://www.cisco.com/en/US/prod/collateral/routers/ps380/ps4874/product_data_sheet09186a008010e5c5.html
However, the model is EOL/EOS though.
