Hi ,
For EAP-TLS , EAP-MD5 , your client OS and Radius both suold have support
for EAP protocols . IAS supports EAP TLS .
Now as fas as Client OS is concerned , as fas as I know only XP has support for EAP-TLS . For other OS like 95,98,2000 on which there is no eap support
you will need 3rd party eap supplicant like meeting house.
Cisco ACS 3.x supports EAP-TLS , LEAP and PEAP all the protocols.

Up until Friday, support only existed for XP. Now, Microsoft has announced support for:
Windows 98 with Microsoft Internet Explorer 5.01 (or later)
Windows 98 Second Edition with Microsoft Internet Explorer 5.01 (or later) and the Quick Fix Engineering (QFE) Q243199 for NDIS drivers
Windows Millennium Edition (Me) with Microsoft Internet Explorer 5.5 (or later)
Windows NT Workstation 4.0 with Service Pack 6 (or later), and Microsoft Internet Explorer 5.01 (or later)
Windows 2000 with Service Pack 3 (or later)
Microsoft 802.1X Authentication Client
http://www.microsoft.com/windows2000/server/evaluation/news/bulletins/8021xclient.asp
And yes, IAS support EAP.
