Is Network EAP necessary for WPA/TKIP+LEAP?

a 3rd party wireless client cannot connect to the Cisco AP configured with following setting:

Encryption: TKIP

Authentication: OPEN+EAP

Key Management: Mandatory+WPA

Corporate Server: Local Radius Server

Local Radius Server: LEAP

Someone told me Network EAP is required for LEAP authentication. Can anyone tell me about if Network EAP is required?

But what I want to confirm is:

When I use LEAP as the underlying EAP type, Do I need to enable 'Network EAP' as Authentication Method and Is it necessary for the client to use Network EAP as the Authentication Method.
