How can I arrange a 64Kbps/ 128Kbps of Internet bandwith to a customer using wireless bridges?

If you are talking about a large scale public implementation, you should look at Allot or Packeteer.
Bandwidth metering is less common in private or smaller scale implementations, but there are 3rd party boxes that address several QoS and Policy Management requirements, such as Vernier Networks or software from NetMotion.

Cisco routers and switches have excellent QoS capabilities that can be used to police or shape traffic.
