NCS - Just a root user can lock users (e.g. Lobby Ambassador)?

I have following situation:

NCS Vers: 1.1:

I want to lock/unlock user (Lobby Ambassadors). I do not have enough privileges to lock/unlock these users - is what I got as a failure.

I copied the Task List of the root group added this to the ACS Vers 4.2, which is working as a TACACS.

After logging in I can see the active session and yes I am a member of the root group.

But locking/unlocking users is just working, which the root user.

So that means for the network group at this company: For special tasks like locking/unlocking users log out with your user and lock in as a root.

I tried to take the rights of the super users of NCS, but of course the same problem.

Can anyone tell me, how to make this work.

Or are there more specific things just defined for the root user?

I am experiencing the same thing.  Logged into NCS through AAA as a super-user.  Do not have privileges sufficient to lock a Lobby Admin account?
