Two factor authentication in wireless network by one-time password

is this possible? What required for this scenario?

My organisation implemented wireless two-factor using RSA token (OTP), and certificates for the outer method (PEAP/EAP-GTC).

If you were looking to do something similar, you would need:

Wireless controller
RADIUS appliance (we use an ACS 1121)
RSA Token Server
Supplicant compatible with EAP-GTC

Cisco WLC 5508 and some ap's
Cisco ACS
Microsoft AD Server

Process of authentication of the user in a wireless network is represented to me following:
at first the user enters the registration data, then to him through SMS the one-time password comes.
Thus we don't want to use digital certificates.
Whether such scheme is possible?

It is possible to have the outer method not use digital certificates if your using PEAP. Although, the benefits of a digital certificate would enhance security...
