unable to copy file to CPI

I'm trying to copy a CPI update file to the CPI server for installation via tftp.  I'm using the command

copy tftp:///<tftp-server IP address>/PI_1_3_0_20-Update.4-16.tar.gz disk://defaultRepo

Log files on the tftp server shows the CPI server sending the GET to start copying the file and then dropping  because the CPI server isn't responding.

Any clues on why this isn't working?

I have found tftp to be rather unreliable. Tried FTP?

Are you sure the copy-to location in your command is correct? I don't think you're supposed to specify a disk://repository location, but rather a disk://folder location.
