Unable to import assets into location server

I am able to view, manage, sync, etc the location server (ver2.1.39.0) under WCS (version 4.0.81.0 Base+Location) but I am not able to import assets at all. I get the following popup whenever I try:

Error: No response from Location Server. Possible reasonses are: Server is unreachable, your session has expired.. credentials...,etc.

I am connected as top level admin when I try to import the assets.

here is a sample from my file that I am trying to import:

#x2511, 00:17:59:9F:63:D1, voip-phones, util, Tanee

#x2510, 00:17:59:9F:63:D2, voip-phones, util, Belinda

#x2519, 00:17:59:9F:63:D3, voip-phones, coord, Taje

#x2508, 00:17:59:9F:63:D4, voip-phones, util, Regina

#x2521, 00:17:59:9F:63:D5, voip-phones, coord, Trisha

#x2518, 00:17:59:9F:63:D6, voip-phones, coord, Alycia

Anyone else having a similar issue?
