VPN's in 802.11b security

We have been asked by the British Government to supply a WLAN solution. Obviously this needs to be as secure as possible, so LEAP and RADIUS along with ACL's and Dynamic WEP are not enough to protect the data itself as its transmitted over the air. The above methods will make unauthorised access to the network very difficult if not impossible, but will not stop someone from stealing the data and running de-encryption techniques on it at their leisure.

VPN is the only other method, but what is the best soloution..? IPSec...?

Can anyone point me at some relevent info or give direct advise from experience...?

If you enable EAP, and a software client to hardware based VPN - you are almost hack proof. Well at least reasonably. Nothing is impossible.
