WCS Upgrade and Migration from Linux to Windows

I have a customer that is looking to upgrade WCS from 4.2.66 to 6.0.132. They also want to migrate to the Windows Server 2003 version.

This particular installation is currently the Linux version, and is on the upgraded WLSE appliance.

I have two questions:

1: Are the licenses commutable, between 4.2 and 6.0? How about between Windows and linux?

2: Is the database and backup structure the same between the Windows and Linux server apps?

If answers to 1 and 2 are yes and yes, can I just build the new Windows 2003 server, install the WCS app and then restore the 4.2.66 from backup?
