Wireless Client cannot redirect to a Web authentication portal

I am deploying a WLC4404(version 4.1.185)and using LAG connect to c6k port-channel, and c6k L2 connect to other billing system server for a wireless client gateway and DHCP, there was no authentication and encryption terminate on WLC, and all the wireless VLAN is forwarding to that wireless client gateway (billing system server), after client got the IP address; Wireless client can ping the gateway IP (one of the ip interface of the billing system server), but when we try to open the browser, it should redirect to portal login page but it cannot load successfully.

Is there any traffic blocking by WLC if I have set null security for the authentication?

**The WLC, AP & WLAN is in different subnet, the wireless client's IP is provided by the wireless billing gateway**

When webauth is enabled client traffic except DNS is blocked at the controller until the client is authenticated. The controller looks for an HTTP GET request and then redirects to the login page. Make sure DNS resolution is working. You could try to ping www.google.com from the client and make sure that you get name resolution but the pings will fail. Another test would be to try to hit https://. That should bring up the login page to make sure the controller's config is OK.
