Wireless RF measurements Noise and Busy

I have been experiencing wireless association problems. These have developed over the past few weeks. The WLAN has been working well, up to now.

I have used the 350 utility to few the noise and busy in this environment.

I have seen 20-40% busy on various channels. At what % should a channel not be planned for?

I am also seeing noise at -94% but goes to -65% at times. Is a low noise (-90%) or a higher noise (-65%)more desirable?

I have not been able to find any info on how to truly interpret noise and design around it.
