Does the 1131 show up under the Wireless device list?
Did the AP that's not working come from Cisco with LWAPP software on it or was it upgraded from IOS? I have seen scenarios in which upgraded AP's will not associate to the controller. The way to fix this is to go to
the Security tab -> AP Policies and manually add the MAC address for that AP so that the controller will accept its self-signed certificate (SSC).
