Do you have multiple APs already connected to your WLC? If so and you have clients attached to the WLC, the client can be multicast storming the WLC causing the new AP to not associate to the WLC. The AP probably gets an IP from the DHCP server and sends out an ARP request for the MAC address of the WLC - because the multicast storm caused by the clients the WLC can't reply to the AP before the TTL expires on the AP MAC address request causing it to reboot.
