You can define read only users, and read and write users (from Management / local management users). The user you create during the initial setup wizard is read/write, you can create others afterwards.
What about changing the Login sequence. There is a button on the WLCs and WCS to define which technique is used first, for example Local, then TACACS,...
But it has nothing to do with what Jerome said. It is a different template...
