This error message appears when there are problems with the license.

First, check whether there is no other device with the same IP address as the server where the agent fails to register.
Next, check the license in the CiscoWorks Management Center for Cisco Security Agents (CSA MC).
In order to check the license, complete these steps:
If the license is suspected to be defective, remove the existing license and add a new one.
