cisco VMS problem

I have installed the cisco VMS entprise edition. But whenever i try to configure it, it gave me error of DCR server is not running. Though I have restarted it so many times and even restarted the service but still getting the error. dont know what is wrong.

can anyone help me out.

It appears that the System Identity user is corrupted on this particular system. I have not been able to trace the operations that could have led to the corruption. The following URL will help you :

Problem resolved when I upgrade the VMS 3.0 to 3.1. I am not getting any more errors. I will be very greatful to you, if you send me configuration guide and how to configure VMS for devices and how to deploy the configuration on devies via VMS.
