i have done below config on the ASA side 

access-list wccp-server extended permit ip host 172.16.1.100 any

I reviewed the configuration and it looks fine. The only thing is that on the access list you have to specify the protocol as IP or TCP not both.

access-list wccp-traffic line 2 extended permit tcp ip 172.16.1.0 255.255.255.0 any eq www
