As far as I know there is no equivalent command in IOS as asa/pix management-access , you can still allow management access to the router, use acls ssh or telnet allowing vpn RA network and apply to vty lines. Perhaps use local user database for ssh/telnet access auth if you want to be more granular on which RA users can administer router through vpn.
