QoS and Cisco 831 - Problem with Policy-Map command

I am trying to set up QoS on a Cisco 831 router. I have two VPN tunnels (ipsec) on the router. It appears the Policy-Map command is not supported on my router. My IOS version is 12.3(2)XC2 using the image file c831-k9o3y6-mz.123-2.XC2.bin. Any suggestions on what I should do. BTW, this is currently in a testing environment.

I feel you are planning to have the qos configs on vpn tunnels which you are having with your locations at present.

To have QOS functionality enabled on the VPN tunnels too you need to have qos pre-classify command coded under the tunnel or crypto map configs.
