I am under the assumption that QoS is an IP layer 3 service that would not apply to a layer 2 type device. However, I have seen references to QoS using a bridge. Is this possible?

Layer 2 Qos is possible. As an example, the Cat 6000 can be configured for QoS by destination MAC and VLAN. QoS can be configured for L2 as shown in the document at http://www.cisco.com/univercd/cc/td/doc/product/lan/cat6000/sw_5_5/cnfg_gd/qos.htm
