does establishing a ipsec tunnel b/w two end points mean a vpn tunnel is established or is it that a vpn
tunnel protocol like l2tp,pptp,l2f must be run to tell that vpn tunnel is established.

You can tell if the tunnel is up on the router/concentrator. If you’re using vpn client software, it will tell you if it’s connected or not.
