Stuck at 10% usually indicates a problem with DfmServer or DfmBroker. Make sure both of these daemons are running. You can also try to disable the trap receiver in DFM by going to DFM > Configuration > Other Configurations > SNMP Trap Receiving, and set the port to either 0, or some other free UDP port (e.g. 9000).
