Without using AAA, can an IOS router send user login failures as a SNMP trap?

We have Cisco Systems 1751/1710/7206VXR routers. No AAA is running on them. If someone attempts to login and fails, we would like to see the failure. Can this be done with SNMP? If so, what would the MIB be? I did not see any configurations in CCO's cook book.

Open also the sending syslog entries to a syslog server.

The requirement is for the router to send notification that someone attempted to login to the router and failed. We will not be using AAA on the router. I was looking for either a SNMP trap or a syslog trap to accomplish this. Please advise. I did not see any examples in the Cisco configuration cookbooks.

The routers are not sending the authentication failures

via the syslog or SNMP traps.

Only when accessing the configuration mode

traps and syslog messages could be sent.
