It is probably a lightweight AP, meaning lightweight IOS. You need to configure it from your wireless lan controller, that's why you can't get into config t. For it to be autonomous, you'll have to install an autonomous image on that AP.

Did you enable debug capwap console cli ? You cant go on global config mode unless you enable this in LAPs.
