If you're talking about using the Cisco Configuration Professional (Cisco CP) GUI, then you click on Configure at the top and then open Router, then Router Access, and under User Accounts/View create or modify a user. Just be aware that if you try to modify the user you're currently logged into the GUI as, it will show you a warning that you can't do that...
You can also add a user from the command line of the router itself using, for example, something like
username Admin privilege 15 secret heresthepassword
and that will create a new user named Admin with all privileges on the router and encrypt the password heresthepassword in the running configuration. Then you'll be able to use that username/password combination in the GUI. (If you don't care if the password is encrypted in the running config, you can simply replace the keyword secret with password.)
