Cisco RV016 SIP INVITE forward problem

Problem:

About 30% of incomming VoIP calls from our VoIP service provider cannot be setup

Diagnosis:
Cisco RV016 receive SIP INVITE from VoIP service provider packets but in ~30% cases does not forward them to LAN


What has been done:
- firmware upgrade (not help + broken IPSec)
- adding various firewall access rules
- test with another VoIP service providers (problem persists)


Setup:

Model: Cisco RV016 v. 3
Firmware: 4.2.1.02  (latest firmware is broken with IPSec-VPN Gateway-to-Gateway, so it can't be used in our environment)

Ports:

WAN1: ISP-1 (x.x.x.x)
WAN2: ISP-2 (y.y.y.y)
LAN1: IP-PBX (10.10.20.3)

Dual WAN:  Intelligent Balancer 

Bandwidth Management:
Type: Priority
Rules:

SIP UDP [UDP/5060~5068](Upstream)=>High=>WAN1 [Enabled]
SIP UDP [UDP/5060~5068](Downstream)=>High=>WAN1 [Enabled]

Forwarding:
SIP UDP [UDP/5060~5068]-> 10.10.20.3

Firewall:
Access rule:
Enable: Yes
Action: Allow
Service: SIP UDP [UDP/5060~5068] 
Source Interface: WAN1
Source: 84.21.69.1  (VoIP ISP address)
Destination: 10.10.20.3
Time: Always
