Re-Route to Static T1 if Ipsec VPN Fails (SA520, SA540)

I tried, I read and I do not see a way.

Is it possible to re-route our Site 2 Site VPN over our Static Route (T1) if the WAN fails?

This shouldn't be an unusual request, right?
