RV016 Access Rules work sometimes

Hi

I have an RV016 and I have setup rules to block all traffic from any source to any destination. The ports I am trying to block at TCP and UDP port 1000 to 65535.

Sometimes it works and blocks and other times it doesn't. I am really trying to stop encrypted torrent traffic and I know that this is not really the answer so I do have a traffic prioritizing box as well but thought that this might help too.

I have 4 high speed connections and about 60 users. It is a mining camps open network so I cannot control what the clients are doing.
