RVS4000 gateway to gateway vpn problem

My VPN shows that I have up status from site to site. I cannot ping from site to site, or see any resources to the other networks.  So I assume I have ipsec tunnels but not passing any traffic. How do I configure to pass traffic between the sites?  I have 3 offices that are on T1 wan interfaces, and they need to pass IP traffic between all the offices.  The telephone system is also needing to pass traffic between the sites.

RVS4000 - 172.16.20.1   Sacramento

RVS4000 - 172.16.1.1     Roseville

RVS4000 - 172.16.30.1    El Dorado Hills

I have 2 vpn tunnels on each router pointing to the others, they say "up".

The phone system uses 172.16.20.200 - .205 in Sacramento and .200 - .202 at the other locations.  They all need to talk to each other.  These are blade phone servers connected to the T1.

How do I get data to these blades?  Port Forwarding?

The ISP has the T1 set to use mask 255.255.255.248 so I only have .10 - .15 usable addresses of which 2 are used by firewall VPN box to Radiology, and one by the RVS4000 setup with DHCP to clients at each site.
