RVS4000 Parental URL filtering

I am working on setting up my rvs4000 router with parental filters by adding an Internet Access Policy.

The first issue that I have is that in order to add keywords to block, I need to "Edit List of PCs".  When I do this, I'm trying do the range of IPs options to just cover all computers on my network and when I try to put in ranges, I can't seem to find a range that it likes.  What is the purpose of the two ranges that you can enter and what is the maximum number that I can put in there for the last three numbers in the IP address?

The next issue is that I found this nice and handy list of 732 keywords to block and I would like to find a way to enter them as a block and not one by one.  Is there a way to add keywords to block that doesn't involve adding them manually?
