I found the following information after a search:

"3.6.1

Forwarding rate (FR)

   Definition:

      The number of frames per second that a device can be observed to

      successfully transmit to the correct destination interface in

      response to a specified offered load."

"3.17

Throughput

    Definition:

                The maximum rate at which none of the offered frames

                are dropped by the device."
