If you're using DHCP for IP address assignment then you'll need to configure your DHCP server to assign that address to the camera likely based on MAC address if available on your DHCP server. The only way to assign a specific IP address on the camera interface is to use "fixed IP address" configuration. With DHCP option the camera is at the mercy of the DHCP server for IP address assignment.
