Does anyone know if the SF300 series units can act as a DHCP server and serve up customer DHCP options? If so, would you have a document indicating how this is configured so I can verify the unit will work for what I am trying to do?
If not is there another small business unit that would do this? I am trying to save the clients money by staying out of the Catalyst series if possible.

Yes the SG300 can act as DHCP server and you can setup address pool , exculded address, default router , dns- server ...
also you can have DHCP pool per Vlan ...

Yes
here is a screenshot from SG300 from CLI and please make sure you have the latest bootcode and latest firmware on the switch, and the DHCP is supported on SG300 and SG500 series
