The 2811 will load its config from NVRAM, and by default, will boot its IOS from CF.  Also by default, it will use the first valid IOS image it finds, but it can be configured to look for specific IOS images.  If it doesn't find any of the specific IOS images, it will again select the first valid IOS image on CF.

The later 2811 ROM images can also boot from USB, but this would need to be defined in the config.
