Do I need to contact CISCO or my service provider for this.

To get you IRD you must contact the service provider for the program your trying to receive.

For the service provider to authorize your receiver it must be in their database. If your receiver is not in their database you should contact Cisco support who can provide the necessary instructions for getting you receiver into the service providers database.
