Does "ingress port rate limiting" feature work the same way as FCC?

Does this feature operate similarly to FCC rate limiting, by slowing down the rate of R_RDY frames?

Or does it do it diffirently?

By the way, I understand that FCC is more than just rate limiting. I'm just trying to understand if the actual "rate limiting" technique is the same.

ingress rate limiting - for a 2G port, if you rate limit( available in 14+2, 91xx switches) to 50%, then

it means it will allow only 1Gpbs thro'put. this

mainly might be used if you want certain ports to transmit at lower bandwidth.
