Error message after upgrade

I got the following message when trying to telnet to our switch after upgrading from 3.3(4a) to 3.3(5b) on our MDS 9120 (after supplying my credentials):

telnet login is temporarily not available as startup configuration is being applied.

This was after the switch reloaded after issuing the install all command. Since I couldn't telnet I logged in via the console and noticed there was no startup config but the running config was there and correct. After about 30 minutes with the switch being up everything was back to normal. The startup config was there and I all services were up and running.

Has anyone experienced something like this before with an upgrade? During all my past upgrades after the reload (single supervisor switches) the switch was up and running just fine. Something a new to this upgrade for me is that this switch doesn't have an active mgmt interface, we reach this switch using IPFC (create ip interfaces on vsans that are merged between switches).

I suspect you might have enabled debug logging which caused excessive writes on the flash due to that the switch which might have taken some more time for normal operation.

Everything is currently set to the defualt levels.

Does that behavior occurs with all the users? admin as well?
