Install of DCNM 5.2.1 failing due to port 9099 showing not available

Experts,

Install of Cisco Data Center Fabric Manager 5.2.1 onto a Windows 2008 Host was failing due to  port 9099 showing not available

This is step 17 in the following:

http://www.cisco.com/en/US/docs/switches/datacenter/sw/5_x/dcnm/installation/guide/installation.pdf

Numerous different netstat commands were tried to check for the conflict (i.e. netstat -a -b | find "9099") but no indication of any other process using the port.

It was eventually resolved by setting the port number 9099 to in excess of 40000.

Is there any issuesetting this port number so high?

Also how we can detect these port conflicts in the same way the installer is?
