Nexus Fiber Channel Port Down after Reboot

Just see anyone have the experience on deploying the Cisco Nexus using Fiber Channel to connect to the Storage, after rebooting the Cisco Nexus, we found that some of the ports are down or no traffic. 

the solution is to perform a shutdown and no shutdown on the FC port. I don't believe it is a normal behaviour.

The detail configuration on the ports are:

I also see that you do port based zoning ? very strange, and almost no more done this days ! 90%++ of all configurations are pwwn based zoning, although it means more work, yes. but it's also granular.

All the ports are active before restart, and we have saved the configuration.

I have a question is even I used the port based zoning, it should not affect the port status, right?

Is this a reproducable issue ?  I assume this are all F ports ? what kind of device are connected ? maybe there is an issue with port initialization ?

It is reproducable. Actually I have rebooted the device for two times.

The first time I rebooted, all the ports does not have traffic and then we performed a second reboot. For the second time, only one port in the zone have no traffic, finally we performed a "shutdown" --> "no shutdown" to resume the port function.

The FC is connected to the netapp storage for performing the backup purpose. Of course it is not a really big issue, at least we would not reboot the nexus frequently, but just want to know any way to avoid the manual port reset.
