AP 1231 no SSC key issued?

I am putting LWAP on some 1231's and for some reason the upgrade tool is no longer generating a SSC with a hash.. Is there any way I can use the LWAPP cli to generate the SSC and put it in the 4402 controller?

The last AP i did was a 1230 and my default image worked fine and produced a SSC for the controller.

It appears that the 1230. something has the SSC key and generates with the upgrade tool but the 1231 and up do not generate a SSC key.
