Not sure what feature of MPLS/VPLS  you looking for, This is more of the Switch, depends on the License and some features of MPLS/VPLS to support.

not able to enable basic MPLS and VPLS with  cat3k_caa-universalk9ldpe.16.12.07.SPA.bin IOS....

if i replace with cat3k_caa-universalk9.16.12.07.SPA.bin, MPLS/VPLS feature will enable..?

show run and show license will show you what License you have.

any advanced features  MPLS/VPLS or any VRF required IPService License.

You need IP services license for this switch to enable MPLS and VPLS
