Okay,
Few things to check here as this was working fine and we dont know what software/hardware changes been made.

1-are you able to Ping the physical IP address of the other ourter?

I.e., to Ping 192.168.12.2 from Device 1?

And to Ping 192.168.12.1 from Device 2?

When you issue sh arp what do you see ==> Here you need to see virtual mac along iwth phycial map.

2- On your router, do you see the entries for the other router physical IP address?

And on R2, do you see the ARP entry for the virtual IP address?

3-
Whats the mac address of virtual Ip it should be 000.0C9f.Fxxxx >>> this should e the one.

4-
Run show standby on both the routes/switch to see the correct status.

5-

did you try failover? i.e Active to Standby if yes did that work?

6-

Is this only with this vlan or all the vlans are having the similar issue?

HTH

Rebooted the switch then it worked

Quick way to solve the issue :-)

Mark the thread as solved please so that others with similar issue get benefited.
