If you have a valid service contract, then you can contact licensing@cisco.com and ask them to supply release keys, if you don't then you'll have to arrange with your Cisco partner for service contracts to be purchased first.

Hi, its possible yes. However you need the release keys in order to upgrade. To get the release keys you need a valid service contract. If you dont please contact cisco sales to get this arranged.
If you have a contract you can contact cisco licensing to obtain the keys.

If the units are not covered by service, yes you need to pay.

The service contracts covers a lot of things, including free hardware replacement in case of failure etc - software upgrades are only one of the benefits.
There are obvisously a great cost involved with developing and/or improving software, if the software upgrades were to be free, then I suspect the initial hardware cost would increase quite dramatically.

You normally need a valid service contract to get major updates, but the software you're currently running is affected by a DoS vulnerability and that makes you entitled to upate to F9.1.
