the CTS-3010 can not auto answer if the call is form TPS 7010, but it works if other endpoint call CTS directly.
Is this normal? or just work by design.

It is in CUCM, on the configuration for the CTS, under Product Specifc Configuration Layout.
Find below an example screenshot.

Hi,
I imagine your call from TPS 7010 reaches CUCM via a trunk defined as OFFNET. By default, a CTS configured to auto answer will NOT autoanwer calls received over and OFFSET trunk.
This can be changed, for instance by selecting the option CTS Override - Auto Answer All on CUCM config for the rooms you wish to be aotoanswering these calls.
Beware that you will be autoanswering all calls including those from other companies if you have B2B in place, something that is tipically not desired, but can be done.
