TMS can't see or won't add any devices

We are trying to re-add (manually) a conductor after we purged it from the system. The conductor is functional, ping-able.  We have tried restarting the TMS services in winserver, restarted TMS but didn't make any difference.  We are on v14.3.1. 

It's not only the conductor, it seems like any device.  Auto discovery is turned on as well.  See attached.

Hi

When you are adding the system can you open the advanced settings at the botton of the screen in the add systems page. Then tick both the "Add unssupported systems" and "Discover non-SNMP systems" and then try to add it.
