When you say "export of the DB", do you mean you have a backup of the 'tmsng' db or you've detached the entire 'tmsng' db from the former SQL server? Depending of what you've done will depend on how you proceed with regards to migrating the tmsng db to the new SQL server.
But let's assume you've detached and have the entire tmsng db, then you can simply utilise MS SQL Server Management Studio to detach the tmsng db to the new SQL server and when you go to install TMS to the new TMS server, then utilise custom install and when you get to the db part, simply point to the new SQL server where the tmsng db now resides.
Keep in mind, and from your description above, it appears you've already installed TMS to the new TMS server...meaning I'm assuming you've created a 'new' tmsng db on the new SQL server. If that's the case, and again using SQL Management Studio, you then simply need to detach and remvoe the 'new' tmsng' db and replace it with the tmsng db from the former SQL server, i.e. attach the former tmsng to the new SQL server.
His old DB was from TMS 13.1 and his new TMS server is running TMS 13.1.2. Would he not have to downgrade the new server to 13.1, restore the DB, then run the TMS 13.1.2 install again? Or is there another way to manually upgrade the SQL DB from 13.1 to 13.1.2?

The short answer is that you don't.... That isn't entirely true while at
the same time it kind of is, but for the most part you don't configure
the softkeys. You enable or disable them via TCL. Here is the long
answer. Be sure to read the whole thing or e...
